The thing about the index anime so far is that these 2 season basically covered the prologue to the story of index and it was when the writer kinda made it generic till ep 17 of season 2 where the story takes off. He also made railgun and the manga for it is good since its SOL but has tragedy.
Its by preference really, Railgun is slice of life and half an original anime and half manga adaptation. Index is a light novel adaptation and is more story based. So again its by what u like. So i can't really say whats better, I like index more but i like railgun a lot too.
